State Energy Administration Releases the “2025 Energy Industry Standard Project Plan Guide”

On March 10, the State Energy Administration’s Comprehensive Department issued a notice regarding the “2025 Energy Industry Standard Project Plan Guide.” This document outlines key areas of focus for energy industry standard projects in 2025, which include the power market and supply services, as well as electricity demand-side management.

Key Areas of Focus

The primary areas for the energy industry standard project plan include:

  • A501 Technical requirements for market access in the power sector (including new energy storage, virtual power plants, smart microgrids, etc.),
  • A502 Functional technical specifications for the power ancillary services market,
  • A503 Power market data,
  • A504 Technical standards for power market transactions and data interface standards,
  • A505 Operation of the power market,
  • A506 Supply service capabilities,
  • A507 Quality of supply services,
  • A508 Construction of a credit system for the power industry,
  • A509 Other areas.

Electricity Demand-Side Management

The focus on electricity demand-side management includes:

  • A401 Management and development of demand-side resources,
  • A402 Virtual power plants,
  • A403 Electric vehicle charging facilities,
  • A404 Shore power systems,
  • A405 Integrated energy systems,
  • A406 Other areas.

Background and Objectives

The issuance of this guide is in line with the spirit of the 20th National Congress and the second and third plenary sessions of the 20th Central Committee. It aims to implement the Energy Law of the People’s Republic of China and the National Standardization Development Outline, further enhancing the planning and guidance of energy industry standard projects.
