Overall Implementation Plan for Distributed Photovoltaics in Heyuan City, Guangdong: Exploring the Construction of an Integrated Green Power Supply Park
On March 10, the People’s Government of Heyuan City, Guangdong Province, issued the “Overall Implementation Plan for Distributed Photovoltaics in Heyuan City (2024-2030)” (hereinafter referred to as “the Plan”). The Plan aims to achieve a grid-connected installed capacity of 2 million kilowatts for distributed photovoltaics by the end of 2025 and 4 million kilowatts by the end of 2030.
The Plan emphasizes that power grid companies should proactively plan and accelerate the upgrading and transformation of distribution networks based on regional load levels and the pace of distributed photovoltaic development. Efforts will be made to address the issue of “large machines and small grids,” promptly remove “zombie” renewable energy projects, and eliminate distributed photovoltaic projects that do not comply with land management regulations while ensuring a large-scale connection of distributed photovoltaics. A phased development schedule for distributed photovoltaics, categorized by county (district) and year, is to be submitted to the Municipal Development and Reform Bureau by the end of February 2025.
Additionally, the Plan seeks to expand comprehensive utilization scenarios. In areas with high industrial electricity loads and favorable conditions for developing distributed photovoltaics, the construction of integrated green power supply parks will be explored. Projects will also be promoted in highway service areas, urban commercial complexes, residential areas, and other suitable locations, relying on photovoltaic power generation, grid-connected microgrids, and charging infrastructure.
