Distribution Method for Implementing Provincial Energy Planning Policy to Commence
According to a report from China Energy News, on March 17, 2025, the State Administration for Market Regulation of the Autonomous Region announced the release of the “Implementation Measures for the Provincial Energy Planning Policy.” This policy aims to enhance energy distribution and management.
The “Implementation Measures” focus on promoting the high-quality development of energy distribution through standardized procedures and robust technological standards. The ultimate goal is to facilitate the establishment of a new energy system.
Based on these measures, the provincial energy development projects will be managed according to specific guidelines, emphasizing “resource efficiency and strategic planning.” These projects will be subject to online approval processes to ensure compliance with national regulations and industry standards.
Furthermore, the measures outline the types of projects that fall under the provincial energy plan, including those for residential use, non-residential use, general industry, and large-scale industrial enterprises. Specific requirements for each project type include limitations on energy consumption and electric capacity.
In comparison to existing regulations, the new measures specify that electric power companies must charge rates of 380/220 volts for non-residential users, general industries, and distribution companies according to strategic planning. This aims to reduce operational costs and enhance the financial sustainability of energy distribution enterprises.
Additionally, the “Implementation Measures” introduce pilot projects for green electricity trading, allowing distribution companies to engage in innovative business models that align with environmental standards. This is expected to create competitive market conditions.
In terms of regulatory management, the measures clarify the responsibilities of energy production entities and establish guidelines for cooperation among different sectors. Electric power companies must ensure compliance with service provision standards, and provincial energy departments will work with distribution companies to resolve issues effectively.
Upon completion of projects, a systematic assessment will be conducted to ensure that they meet the criteria of being “visible, measurable, adjustable, and controllable.”
