Notice of the 2025 Third Symposium on Virtual Power Plant Operations and Future Development

Under the guidance of the “dual carbon” policy and the National Energy Administration’s Document No. 136, titled “Guiding Opinions on the Development of New Power Systems,” China is accelerating the construction of a new power system centered around renewable energy. As the proportion of renewable energy continues to rise, the variability associated with it demands more flexible adjustments from the power grid.

Virtual power plants, leveraging their ability to aggregate distributed resources and respond quickly to control commands, have emerged as a critical innovative solution to address system adjustment challenges and enhance supply reliability. Document No. 136 explicitly states the need to “cultivate new market entities such as virtual power plants,” providing policy support for the construction of market mechanisms and technical standards.

With the comprehensive rollout of the electricity spot market and the introduction of numerous demand-side management policies, virtual power plants are undergoing a significant transformation from government invitation to market-oriented operations. The business model, which guides load resources to participate in system adjustments through price signals, is becoming increasingly mature. To promote the large-scale development of demand-side resources, it is essential to establish a “technology standard + business model” dual-driving mechanism, ensuring that aggregated resources can stably participate in system operations.

To build a market-oriented operation system for virtual power plants and drive the digital transformation and intelligent upgrading of the energy sector, North Star Power Network will hold the “2025 Third Symposium on Virtual Power Plant Operations and Future Development” in Hefei, Anhui, on May 22-23, 2025.
