On March 26, during the 2025 annual meeting of the Boao Forum for Asia, Zhang Jun, the Secretary-General of the forum, emphasized the necessity of building a new energy system as a critical pathway for promoting energy transition and green development. He noted that Asia is leading the world in various aspects of green development, including awareness, policy orientation, financial investment, innovation-driven approaches, carbon capture market development, as well as the production, sale, and export of new energy products.

Zhang stated that the successful establishment of a new energy system and the achievement of energy transition and green development require strong support in four key areas: policy, technology, funding, and infrastructure. It is essential to mobilize the efforts of central and local governments, enterprises, civil society, and scientific innovation teams to create a powerful force for this initiative. Furthermore, there is a need to foster a conducive international environment that promotes energy transition and green development, establishing mechanisms for enhanced international cooperation that engage all nations in creating a favorable market environment.
