Notice for the 2025 Third Virtual Power Plant Operation and Future Development Seminar
In line with the “dual carbon” policy and the National Energy Administration’s Document No. 136, titled “Guidance on the Development of New Power Systems“, China is accelerating the establishment of a new power system centered around renewable energy. As the proportion of renewable energy increases, its fluctuating characteristics place higher demands on the flexibility of the power grid. Virtual power plants, leveraging their ability to aggregate distributed resources and respond quickly, have become a key innovative vehicle for addressing system regulation challenges and enhancing power supply reliability.
Document No. 136 explicitly states the need to “cultivate new market entities such as virtual power plants”, providing policy support for market mechanism construction and technical standards. In the context of the comprehensive rollout of the electricity spot market and the introduction of intensive demand-side management policies, virtual power plants are undergoing a profound transformation from government invitations to market-oriented operations. The business model that guides load resources to participate in system regulation through price signals is becoming increasingly mature. To promote the large-scale development of demand-side resources, it is imperative to establish a dual-driven mechanism of “technical standards + business models” to ensure the stable participation of aggregated resources in system operations.
To build a market-oriented operation system for virtual power plants and drive the digital transformation and intelligent upgrade of the energy sector, Polar Star Electric Network will host the “2025 Third Virtual Power Plant Operation and Future Development Seminar” in Hefei, Anhui on May 22-23, 2025.
