Linyi City Launches Initiative to Promote Development of New Energy Vehicle Industry

The city of Linghai, located in Jilin Province, has announced a new initiative to promote the development of the new energy vehicle industry. This initiative was revealed in a recent policy document released by the Linghai Municipal Government on April 5, 2025.

The main objectives outlined in the policy include:

  1. Support for the development of new energy vehicle models and manufacturing enterprises.
  2. Strengthening the protection of essential resources.
  3. Enhancing the construction of new platforms.
  4. Strengthening industrial chain collaboration.
  5. Establishing supportive policies for innovative technologies.
  6. Enhancing human resource management policies.
  7. Promoting the recognition of intellectual property rights.
  8. Supporting the growth of small and medium-sized enterprises.

To facilitate this initiative, the Linghai Municipal Government aims to achieve high-quality development in the new energy vehicle sector. This includes accelerating the production of electric vehicles and smart transportation solutions, as well as integrating new energy vehicle components and technologies.

According to the policy, by 2028, the city plans to establish an annual production capacity of 300,000 new energy vehicles, with a total industrial output value reaching 300 billion yuan and an output value of 400 billion yuan from automotive and component manufacturing.

Additionally, the policy emphasizes the importance of collaborating with multiple sectors to ensure a comprehensive new energy vehicle industry chain. This includes focusing on the development of key components, innovative technologies, and production techniques to enhance industrial capabilities.

To incentivize the growth of the new energy vehicle sector, the government will provide financial support and subsidies for various initiatives, including research and development projects, enterprise establishment, and resource management.

Furthermore, the policy outlines specific support measures for local businesses, including:

  1. Offering subsidies for new energy vehicles manufactured after January 1, 2025, with a maximum subsidy of 2 billion yuan for eligible vehicles.
  2. Financial assistance programs designed for enterprises that meet certain performance criteria.
  3. Encouraging industrial collaboration and resource sharing among local businesses.

In conclusion, this new initiative by the Linghai Municipal Government aims to position the city as a leading hub for new energy vehicle production, contributing significantly to the green transportation landscape in the country. The detailed policy will be implemented starting from May 1, 2025, and will remain effective until December 31, 2028.
