On April 8, the Hanoi People’s Committee Office released Notification No. 185, detailing the conclusions made by Vice Chairman Nguyen Manh Quyen during a meeting organized by the city’s Department of Construction. This meeting focused on the transition plan for new energy public transportation in Hanoi.
Vice Chairman Nguyen Manh Quyen has urged the Department of Construction to expedite the completion of the plan to effectively implement the “Electric Buses and Green Energy Public Transportation Development Scheme,” which has already received approval from the Hanoi People’s Committee. The goal is to ensure that by 2030, all public buses in the city will operate using electric or other green energy sources. The Department is required to develop a specific annual implementation roadmap and report to the People’s Committee by April 15, 2025.
Additionally, the Department of Construction will take the lead in coordinating with various departments, sectors, and local governments to update the planning for installing electric vehicle charging stations at bus stops, parking lots, and public areas. The Industry and Trade Department will collaborate with the city’s power company to ensure a stable power supply for the electric bus charging system.
Regarding financial policies, the Hanoi People’s Committee has requested the Department of Construction to coordinate with relevant units to establish a preferential loan mechanism aimed at investing in infrastructure and procuring new energy buses. Proposals and reports concerning these mechanisms and policies are expected to be completed by April 2025.
Meanwhile, the Finance Department will oversee the review of loan interest rates, loan processes, and related procedures in coordination with the City Development Investment Fund and other relevant entities. This will ensure that businesses can easily access funding to facilitate the smooth rollout of electric bus operations.
