Ministry of Industry and Information Technology: Accelerating the Revision of Standards for Advanced Photovoltaics
On April 8, the Ministry of Industry and Information Technology announced the key points for standard work in 2025. The document highlights the importance of strengthening standard construction in advantageous industries, including photovoltaics and lithium batteries. It aims to accelerate the classification and revision of standards for advanced photovoltaics, new energy storage, and high-performance lithium batteries.
Jiangsu: Flexible Grid Access for General and Large-scale Commercial Users
Recently, the Jiangsu Development and Reform Commission released implementation opinions on the “Management Measures for Distributed Photovoltaic Development and Construction.” The document states that there are currently no limits on self-use ratios for general commercial projects, allowing large commercial photovoltaic projects to fully connect to the grid.
Jilin: Restrictions on Excess Power from Distributed Photovoltaics
On April 3, the Jilin Provincial Energy Administration issued a notice clarifying that distributed photovoltaic projects must adhere to national regulations when participating in the electricity market. New projects should ensure that excess power sent to the grid does not exceed 20% of their total generation capacity.
Shandong: Implementing Five-Section Time-of-Use Electricity Pricing
The Shandong Development and Reform Commission and the Shandong Energy Bureau have announced a promotional plan for the “Five-Section Time-of-Use Electricity Pricing.” This initiative aims to encourage society to shift power consumption patterns, thereby reducing electricity costs.

JinkoSolar Signs Supply Agreement for Oman Green Hydrogen Project
Recently, JinkoSolar signed an exclusive supply agreement for N-type TOPCon modules for a 487.5 MW green hydrogen project in Oman with ACME Group. The first phase of the project is expected to produce 100,000 tons of green ammonia annually, with plans for expansion to 120,000 tons.
Personnel Changes in the Photovoltaic Sector
As the photovoltaic industry continues to adjust, there have been significant personnel changes across various companies. Since the beginning of 2025, 24 listed photovoltaic companies have experienced 32 changes in senior management. The most frequent changes have been observed in the battery and module sectors.
Successful Connection of Zhongzhou Aluminum’s Distributed Photovoltaic Project
On March 31, Zhongzhou Aluminum successfully connected its 4.867 MWp distributed photovoltaic project to the grid in Henan Province. The project, covering an area of 64,400 square meters, is expected to generate over 5,000 MWh annually.
New Silicon Powder Production Facility in Inner Mongolia
On April 1, it was reported that a new project for producing silicon powder, with an annual capacity of 150,000 tons, is being developed in Inner Mongolia by Tongwei Co. and Trina Solar. This project will utilize existing facilities to enhance production capabilities.

In the first quarter of 2025, a total of 28 hydrogen energy projects received approval or were signed, reflecting a growing interest in hydrogen development. Key players in this field include China Energy Engineering and China General Nuclear Power Group.
Upcoming Regulations
Starting May 1, 2025, Beijing will implement new regulations to strengthen the application of hydrogen energy in various sectors, including power generation, heating, and transportation. The regulations will promote the construction of hydrogen production and refueling infrastructure.
