Accelerating the Development of Virtual Power Plants
On April 11, the National Development and Reform Commission and the National Energy Administration jointly announced plans to expedite the development of virtual power plants, contributing to the establishment of a new power system. A virtual power plant integrates various distributed resources such as solar power, charging stations, air conditioning, and energy storage using IoT technology, allowing for flexible peak shaving and valley filling. It is not a traditional power plant but a sophisticated energy management system that plays a crucial role in enhancing power supply security and facilitating the absorption of new energy.
The recently issued document clarifies that the development of virtual power plants will be tailored to local conditions, encouraging the participation of private enterprises and various social capital in their investment, construction, and operation. Furthermore, virtual power plants that meet certain requirements can participate in the power market as independent entities. The document also sets development targets, aiming for national virtual power plant regulation capabilities to exceed 20 million kilowatts by 2027 and 50 million kilowatts by 2030.
