On March 17, 2025, the Management Regulations for the Construction of Distributed Photovoltaic Power Generation were officially announced by the Autonomous Prefecture Development Reform Commission. These regulations aim to standardize the management of distributed photovoltaic projects in the Autonomous Prefecture.

The new guidelines are applicable to the Autonomous Prefecture and are intended to facilitate the development of distributed photovoltaic projects. The regulations emphasize that the distributed photovoltaic projects should be developed by users and connected to the grid, with system balance adjustments implemented at the appropriate levels.

According to the national energy administration’s Implementation Measures for the Management of Distributed Photovoltaic Power Generation Projects, the regulations provide a framework for the management of photovoltaic projects, which will help ensure that the development aligns with the local government’s energy policies.

The regulations encourage applications from users at various levels, including residential, commercial, and industrial sectors, ensuring that there are no restrictions on the project types. The implementation of distributed photovoltaic projects will be supported by a balanced management system that prioritizes user needs.

Users are encouraged to apply for permission to develop distributed photovoltaic power generation projects, with clear guidelines on the submission process, including the need for valid documentation such as land use rights and project feasibility studies. The Autonomous Prefecture will oversee the enforcement of these regulations to ensure compliance and effective management.

Furthermore, the new regulations stipulate that power generation projects must comply with environmental standards and policies set by the national and local governments, ensuring that the development does not negatively impact the environment.

In summary, the new management regulations for distributed photovoltaic power generation aim to streamline the development and implementation of such projects, ensuring they are aligned with national energy policies while promoting sustainable energy practices.
