China’s Energy Administration Releases New Guidelines to Enhance Energy Development and Promote Renewable Energy Systems

National Energy Administration Development Regulations: The “Fifteen Five” energy development plan aims to promote the establishment of a new energy system and outlines the next steps for development.

The CPEM (China Power Energy Management) announced the establishment of a national electric power equipment management network. This initiative encourages stakeholders to engage with the CPEM platform for electricity resources.

According to the CPEM, the “Fifteen Five” energy development plan is pivotal in advancing the construction of a new energy system, emphasizing the need for innovation and progress toward the goals set for 2025. The guidelines will be discussed at the upcoming meeting, focusing on the implementation of the new energy system.

On March 19, 2025, CPEM will officially release the national energy development guidelines, marking a significant milestone in China’s energy policy. The guidelines aim to enhance the efficiency and reliability of new energy resources, focusing on wind and solar power generation.

In recent years, the country has made substantial strides in energy supply, with renewable energy sources such as hydropower and wind power seeing continuous growth. For instance, the production capacity of hydropower has increased steadily over the past six years, while solar energy production has surged over the last eight years. Currently, renewable energy sources contribute over 80% to the total energy mix, ensuring a stable supply and price equilibrium.

The national energy authority is committed to implementing the “Belt and Road” initiative, which focuses on two main resource types and promotes sustainable energy systems. The initiative will enhance energy security and efficiency, fostering international cooperation in energy resource management.

Furthermore, the guidelines will address the transition to a low-carbon economy, with measures to improve energy efficiency and promote the development of green technologies. A strong emphasis will be placed on innovative energy solutions, such as the integration of intelligent power systems and the adoption of advanced renewable energy technologies.

Additionally, the construction of new energy infrastructure is progressing rapidly. The goal is to achieve a substantial increase in renewable energy capacity, with special attention to the development of new power generation projects and the enhancement of energy storage systems.
