Filling the Gap! Comprehensive Safety Standards for the Full Lifecycle of Residential Photovoltaic Systems Published (Full Text Attached)
On March 13, the China Photovoltaic Industry Association (CPIA) approved and released the standard titled “Safety Management Norms for the Full Lifecycle of Residential Photovoltaic Power Generation Systems” (referred to as “the Norms”), which will take effect on March 30, 2025. This document outlines the overall safety management requirements for residential photovoltaic power generation systems, covering safety management needs at various stages: pre-construction, construction, completion and commissioning, operation and maintenance, as well as modification and decommissioning. This initiative aims to promote safe development within the industry.
The Norms were drafted under the leadership of Zhengtai Aneng and involved numerous leading enterprises in the industry, including Trina Solar, Yingli Green Energy, LONGi Green Energy, Jinko Solar, and Sunpower, along with the China Electronic Technology Standardization Institute and other state-owned technical units. The professional insights from these organizations regarding structural safety design and electrical protection standards have been incorporated into the key provisions of the standard, providing a replicable safety management model for the industry.
In recent years, several safety incidents have occurred during the construction and operation of residential photovoltaic systems, including high-altitude accidents and fires at power stations. Additionally, various quality and safety issues have affected the performance and development of these stations. Therefore, effective safety management in residential photovoltaic systems is essential for promoting high-quality growth within the industry.
This document systematically fills the gap in safety standards for the full lifecycle of residential photovoltaic power generation systems and serves as an important basis for government regulation, corporate implementation, and the protection of user rights.
The document specifies that units involved in the surveying, design, construction, and operation of residential photovoltaic systems should integrate risk management based on actual site conditions. It provides detailed inspection items and standards in the appendices, including the “Residential Photovoltaic Survey Record,” “Safety Disclosure Record,” “Qualification Review Form,” and “Safety Inspection Form.” Specific details can be found below:
