Luoyang, Henan Province: By the end of 2026, the newly added grid-connected photovoltaic power generation capacity is expected to exceed 200,000 kilowatts compared to 2023.

On March 18, the Luoyang Municipal Government Office issued a notification regarding the implementation plan for the collaborative innovation pilot project aimed at reducing pollution and carbon emissions. The notification emphasizes strong support for the development of wind and solar energy. It aims to make wind and photovoltaic power generation the main source of increased electricity capacity, thereby constructing a clean, low-carbon, safe, and efficient modern energy system.

The initiative includes the creation of a high-quality wind power base along the Yellow River, adopting advanced wind power generation technologies, and developing wind farms in Yiyang County and Song County. Efforts will be expedited to connect existing wind power projects to the grid, targeting an additional 450,000 kilowatts of wind power capacity by the end of 2026 compared to 2023. The plan also promotes the green development of hydropower, with the Luoning Daqiugou pumped storage power station expected to be completed and operational before the end of 2026, alongside the orderly construction of pumped storage power stations in Longtangou and Spinach Ditch in Song County.

The plan actively supports the development of distributed photovoltaic power generation on rooftops of industrial parks, standard factories, and large public buildings. It aims to explore photovoltaic building integration development demonstrations, targeting a new photovoltaic power generation capacity of over 200,000 kilowatts by the end of 2026 compared to 2023.

Additionally, there will be a strong focus on the construction of new energy storage projects to enhance the coordination between generation, grid, load, and storage. Businesses will be encouraged to develop integrated systems for distributed photovoltaic power generation and intelligent energy management, supporting projects that combine distributed clean energy with energy storage, and the establishment of 200,000 kilowatts of new energy storage projects.
